2010 Final Tax Installment Due Tuesday September 7

INSTALLMENT # 4 – ALL PROPERTY TAX CLASSES

Payment may be made as follows:
• At most financial institutions.
• By mail to the Accounting Division, Box 580, Sault Ste. Marie, Ontario P6A 5N1.
• Use the outside drop-off box located at the west entrance to Civic Centre front
steps or the inside drop-off box located in the lobby (cheques only - no cash).
• At the Civic Centre Central Collections payment counter, 99 Foster Drive,
Level  2. Office Hours are 8:30 a.m. to 4:30 p.m., Monday to Friday. Payments are accepted by: cash, cheque and direct debit. (We are unable to accept credit card payments.)
• By telephone or on-line banking through most financial institutions. Contact your financial institution for details.
• By choosing one of our pre-authorized tax payment plans. Select the ten month automatic bank withdrawal plan that debits your bank account on the fifth of each month or choose the due date tax payment plan that debits your bank account on the installment due dates. Contact the Tax Office for details.

Taxpayers are responsible for paying taxes on or before the due date. Payments received after the due date will be subject to late payment charges. For telephone inquiries, contact the Tax Office at 759-5290.

The City of Sault Ste. Marie is seeking individuals who are interested in working as election officials (Deputy Returning Officers and Voting Clerks) on Voting Day (October 25, 2010) and on Advance Voting Days (October 9, 13, 16).

Be Bear Wise

In a life-threatening emergency, call police at 911.

Simply by leaving pet food out at night, leaving food residue on your barbeque grill, or especially if your household garbage is stored in easy to open bags or in poorly sealed containers, you could be inviting bears to forage for leftovers.

Problems with bears are usually created by people. By following these tips every spring, summer and fall, you can avoid attracting bears to your property:

Garbage

Eliminate odours. Put garbage in containers that have tight fitting lids, and only put it out on the morning of garbage day, not the night before.
Whenever possible, store garbage in bear-resistant containers, or indoors.(house, shed, garage). Do not store garbage in plywood boxes, old freezers or vehicles.
Put meat scraps in the freezer until garbage day.
If you do not have curbside pick up, take your garbage to the dump often.
Frequently wash garbage cans and recycle containers and lids with a strong smelling disinfectant.

Bird/Pet food

Fill bird feeders only through the winter months.
Do not leave pet food outdoors. Feed pets indoors, not outside or in screened in areas or porches.

Fruits/Vegetables/Compost

Avoid landscaping with trees, shrubs or plants that produce food known to attract bears (some examples include crab apple trees, mountain ash, beech and oak).
Do not put meat, fish or sweet food (including fruit) in your composter
Remove vegetables and fallen fruit from the ground.
Pick all ripe fruit from trees and bushes.

Smells

Be aware that cooking odours can attract bears.
Remove grease and food residue from barbecue grills, including the grease cup underneath, after each use.

Learn about bears, their needs and behaviour. Share your knowledge with others. Encourage your neighbours and your community to practice Bear Wise habits. It takes everyone working together to keep bears away.

This tax sale is subject to cancellation in accordance with the Municipal Act’s tax sale provisions.

Tenders must be submitted in the prescribed form and must be accompanied by a deposit in the form of a money order, bank draft, or cheque certified by a bank or trust corporation payable to the municipality, and representing at least 20 per cent of the tender amount.

The municipality makes no representation regarding the title or any other matters relating to the land to be sold, including but not limited to the potential existence of environmental contamination, estates and interests of the federal or provincial governments or their agencies, easements and restrictive covenants, and interests acquired by adverse possession. Responsibility for ascertaining these matters rests with the potential purchaser.

This sale is governed by the Municipal Act, 2001 and the Municipal Tax Sales Rules made under that Act. The successful purchaser will be required to pay the amount tendered plus accumulated taxes, penalties and interest, HST if applicable, and the relevant land transfer tax.

The municipality has no obligation to provide vacant possession to the successful purchaser.

Summer Road Construction

The following Sault Ste. Marie roads will undergo reconstruction this season:

McNabb Street / South Market Street Extension – widening McNabb Street to five lanes at Black Road and extending South Market Street north across Trunk Road to meet McNabb Street. The work will span two construction seasons. Traffic on Trunk Road at the new intersection will be reduced to two lanes periodically during the 2010 construction season.

Shannon Road – Wellington Street to Trunk Road – full reconstruction including: storm and sanitary sewers, watermain, road, sidewalk, and Hub Trail. The road will be closed from Capp Street to Trunk Road except to local traffic. The project is scheduled for completion by August 2010.

Third Line East Extension – this project is required to service the new hospital, and involves the full reconstruction of Third Line from Great Northern Road to People’s Road. Portions of the road will be closed periodically.

Broadview Drive Storm Sewer – a storm sewer will be installed from Atwater Street to Arden Street. The road will be closed except to local traffic during construction.

South Market Street – Boundary Road to Chambers Avenue - full reconstruction, including: storm sewers, watermain, road, and sidewalk. The road will be closed during the construction period except to local traffic.

Wellington Street East – East Street to Simpson Street - this road was reconstructed in 2009. Outstanding work includes final asphalt paving and property restoration. This project should be complete by July 2010.

Second Line/Great Northern Road Right Turn Lane (Northeast Quadrant) - a new right turn lane will be constructed from westbound Second Line to northbound Great Northern Road. This project will take place from July to September. A single lane on Great Northern Road and on Second Line will be closed periodically. Motorists should expect delays during construction.

The following resurfacing projects are scheduled for completion:

Northern Avenue from North Street to Reid Street – the road will remain open to traffic.

Old Garden River Road from Third Line to Approximately 900m north – will remain open during construction.

Two bridges will also be reconstructed:

Town Line Road Bridge south of Base Line - the road will be closed during construction.

Highway 17 Root River Bridges - reduced to one lane controlled with traffic signals.

Aqueduct repairs scheduled for this summer will include:

Fort Creek Aqueduct Crossing at Alexandra Street (50m east of John Street) – the road will be closed at this location.

Central Creek Aqueduct Crossing at Young Street / Central Street Intersection – The road will be closed at this intersection.

Residents should watch for construction signage throughout the city and expect delays and detours – please drive with extreme caution for the protection of our workers.

The City of Sault Ste. Marie thanks citizens for their patience and understanding this construction season.

Public Meeting - Planning Applications

The Council of The Corporation of the City of Sault Ste. City Council will receive written and verbal submissions concerning the application; however, only written submissions will form part of the official record of the application. If a person or public body filing a Notice of Appeal of the decision of the City of Sault Ste. Marie in respect of the proposed Official Plan amendment or the proposed Zoning By-law does not make oral submissions at a public meeting or make written submissions to the City of Sault Ste. Marie before the proposed Official Plan amendment or the Zoning By-law is adopted, the Ontario Municipal Board may dismiss all or part of the appeal.

IMPORTANT NOTICE - All Contractors Doing Business with the City - Effective September 1, 2010

The Corporation of the City of Sault Ste. Marie has a responsibility to ensure that all work undertaken in our workplace and / or job site is performed in compliance with the Occupational Health and Safety Act and its applicable regulations and Corporate / Departmental policies / procedures.

With this goal in mind, the Corporation is establishing a Contractor Pre-Qualification System database. This system is designed to review the health and safety program of our Contractors. Its purpose is to protect the health and safety of Corporate employees, employees of Contractors and members of the general public who may be exposed to hazards where a Contractor is performing work in our Corporate workplace and / or job site.

Effective September 1, 2010, only Contractors that have successfully completed a Contractor Pre-Qualification Questionnaire will be placed on our Approved Contractor’s List. After September 1, 2010, our Department Contractor Administrators have been instructed that only contractors on the Approved List will be used.

• Roberta Bondar Marina is open from 9 a.m. to 8 p.m. The Marina will close for the season effective Tuesday, September 7.

Pools
• John Rhodes Community Centre Pool will be closed for maintenance from September 4 to 24. Fall lesson registration starts Saturday, September 18 from 7:30 a.m. to 3 p.m. at the John Rhodes Community Centre
• Peter G. Manzo Pool and V.E. Greco Pool are closed.

Refuse & Recycling Collection
No collection Monday, September 6. Collection for the balance of the week will be one day late. Refuse, recyclables, leaf and yard waste must be placed curbside by 7:30 a.m. to ensure pickup.

The landfill site will be closed Monday, September 6; however, it will be open Saturday, September 11 from 8 a.m. to 2:30 p.m.

Transit Services
There will be no regular transit or Parabus service on Monday, September 6. Parabus bookings for Saturday, September 4 to Tuesday, September 7 must be made by noon on Friday, September 3.

Regular transit and Parabus services will resume on Tuesday, September 7. For transit information call 759-5438.

Public Open House - West End Community Centre

The West End Community Centre project will be located at the W.J. McMeeken Centre site on Goulais Avenue. Phase 1 and 2 will go to tender this fall, and will consist of a new Korah Branch Library as well as an indoor turf facility. The indoor turf facility includes two indoor soccer fields (85’ by 190’). Phase 3 of the project will be the replacement of the W.J. McMeeken Arena; this will be developed at a later date.

There will be a public “open house” for this project where the general public can view the project drawings, provide comments and ask questions.

Funeral Arrangements for Mayor John Rowswell

There will be a public visitation at the Essar Centre on Friday, September 3 from 3 p.m. to 8 p.m. A private family service will be held at a later date. Interment will be at Port Findlay Cemetery. Memorial donations to the Sault Area Hospital Cancer Care Fund.
